The RTP is how the Commonwealth funds higher degrees by research in Australia. Money is block-granted to universities, which then award RTP Scholarships to their own PhD and research-master’s candidates — this is the single largest source of funded PhD places in the country, and a set share is reserved for international candidates.
You apply to the university, not to the government: secure a supervisor and a research proposal, then apply for admission to the HDR programme and tick the scholarship box. Rounds usually close between August and October for the following year, with a second round at some universities in April or May.
